It seems that the software remembers where it opened the previous files from. To override this, simply launch the software as Administrator then simply open a file from a location of choice from your hard disk and then next time you open the software it will open from that location.
This happens when the Ulead Photo Express is running without Administrator access and can't change the previous opened location due to unnecessary permission rights.
Although Ulead Photo Express is a bit old, it still allows you to combine pictures with the help of built-in features. The first thing to do is to browse to where your pictures are, then select 2 or more pictures and then they'll be automatically added to the working area. You can use the Create button to add effects, transitions and many other graphical enhancements. At the end of the operation, after you have combine all the necessary pictures, use Save or Share to export the content you've just created.

A patch was made to make version 3 work on windows 7 and later. Worked perfectly and I'm trying to find it again.
